Democrats on the committee said they obtained internal records that suggest the center was being run as a “slush fund and private club for Trump’s friends and political allies,” leading to millions of dollars in losses and a significant deviation from its congressionally mandated purpose.
Allegations of Special Access and Questionable Spending
A primary allegation of the investigation is that the institution is providing preferential access and monetary perks to organisations connected to the administration and its allies. According to one agreement, Grenell approved the international soccer federation, Fifa, complimentary and sole access to the whole facility for several weeks for the World Cup draw.
Projections provided by the senator’s office indicated this arrangement would cost the Center over five million dollars in foregone revenue from lost rental income, event cancellations, staff costs, catering and additional expenses. Multiple events were cancelled or rescheduled to accommodate Fifa.

Contracts also show significant price reductions were granted to conservative groups. One news network and a political group obtained discounts totaling tens of thousands of dollars, with contract files stating clearly the costs were waived by the Office of the President.
The senator added: “By not paying the proper ordinary rates, they’re being given a benefit and those benefits seem only to be going towards groups that are affiliated with the president’s movement. It is essentially a method to utilize a taxpayer-supported asset to funnel resources into the pockets of political allies.”
High-Paying Deals and Lavish Expenses
The inquiry also found high-value agreements given to individuals who had personal or political ties to Grenell and his circle. One contract valued at fifteen thousand dollars monthly was awarded to an ex-associate from his diplomatic tenure. The senator’s letter points out this arrangement was “devoid of any detail”, and there is no evidence of substantive work to justify the payments.
In May, the centre awarded a separate retainer to the spouse of a prominent political figure for digital content creation. In response, the president defended this appointment, highlighting the individual’s “incredible multimedia expertise.”
Documents also outline considerable spending on upscale accommodations and fine dining for officials and friends. Between April and July, the president’s staff charged the Center over twenty-seven thousand dollars for hotel stays at the luxury Watergate Hotel. These expenses, which included multi-night stays and premium services, are described as “without precedent” in the center’s history.
Additionally, thousands more was charged on private meals, evening dinners and alcohol. Receipts show charges for premium champagne, expensive wines and gourmet platters. Senior staff members with dual roles in political organisations connected to the president appeared on multiple bills.
Financial Troubles and a Broader Political Strategy
The probe observes reports that the Kennedy Center is operating at a deficit as attendance declines. Whitehouse proposed the decline is due to negative perceptions in the capital” from the new leadership, a change in programming that caters to a much narrower market of political supporters” with top performers withdrawing from schedules. He likened the Trump administration’s takeover to a historical sacking.
The center’s president maintained that prior management were responsible for the centre’s financial problems and his administration is implementing repairs. Whitehouse countered by saying there was “scant evidence to believe that explanation was factual” noting the new team has “not produced verifiable documentation for their claims.”
The congressional inquiry is continuing. “We will persist in our examination until we are certain we have uncovered the full extent of the issues,” Whitehouse said. “Yet it should be readily apparent to the public that when a new administration, it is not standard or acceptable practice to begin stuffing one’s own pockets, associates’ pockets your political allies’ pockets with public goods.”
