Amid the immense confusion surrounding the United States attacks on Venezuela, the capture of leader Nicolás Maduro, and Donald Trump's announcement that the US will “manage” the country and “reclaim the petroleum resources”, a single fact remains evident – they set a profoundly disturbing precedent.

A Dark Legacy and an Unprecedented Move

The United States carries a troubling legacy of interference, invasion and occupation in Latin America, but this past Saturday morning saw its first major military attack on the soil of a South American nation. “US supremacy in this hemisphere shall not be challenged from now on,” Trump proclaimed.

The choice to militarily strike another independent nation and capture its head of state – only a few days after he publicly sought an off-ramp – possesses far-reaching consequences. We all have reason to be worried.

Deep Instability for a Nation in Crisis

Venezuelans have suffered under an oppressive, corrupt, and inept government under Mr Maduro, largely considered to have rigged the previous presidential vote. They now face profound uncertainty at best. Mr Trump has indicated that Mr Maduro’s deputy, Delcy Rodríguez would follow US instructions, and rejected conservative dissident leader and Nobel prize-winner María Corina Machado as a plausible replacement.

However, Ms Rodríguez, now the temporary head of state, has so far adopted a posture of resistance – and other factions of the leadership-stricken government are even more hardline.

From Global Policeman to International Outlaw

A man who was elected pledging to stop foreign wars now says he is “not afraid of boots on the ground”. Redesignating the Department of Defense as the Department of War was more than posturing. He no longer views the world’s superpower as a guardian of order; he is transforming it into a renegade nation.

He holds the view that the America's power permits it to do as it wishes with little consequence: observe the strikes on Nigeria, on Iran’s nuclear facilities. He claims that the oil resources of Venezuela means this new undertaking “will be financially free”.

A Move Devoid of International Legitimacy

George W. Bush launched the invasion of Iraq on a lie. But this illegal attack came lacking any form of UN approval or the consent of the US Congress; the opposition party was kept in the dark and say they were actively misled in briefings. Mr Trump aims not merely to stretch international norms, but to destroy them.

Set aside the message this sends to leaders in Moscow, Beijing, and beyond, and question the future path of the United States. While the raid reportedly killed 40 Venezuelans, including civilians, there were no American fatalities. Mr Trump’s increasing belief in his impunity will surely embolden more reckless actions.

Flimsy Justifications and Underlying Drivers

No one buys the excuse that this is related to the drug trade. Venezuela is only a minor conduit for cocaine; Mr Trump recently exonerated the former Honduran president Juan Orlando Hernández for narcotics and arms offenses. Mr Trump himself has stated plainly that he is propelled by the lure of oil as well as a desire to project strength, the beliefs held by certain advisors, and the desire for glory as his standing with the American public falters.

Tepid International Response and Waning Global Governance

The worldwide reception, especially in Europe, has – with notable outliers – been alarmingly quiet. That’s not a result of Mr Maduro’s sins, but trepidation regarding Mr Trump’s wrath. The forceful statement from UN Secretary General António Guterres was welcome, but this episode highlights the institution’s growing irrelevance.

Mr Trump’s voters who oppose foreign entanglements could potentially force him to turn attention back home – but rising medical costs, financial discontent and ongoing controversies increase his appetite for distraction.

We are not yet 12 months into his time in office. World leaders may come to rue the day if they remain quiet at this juncture, with the question of which nation is next looming.
